Can someone good in history help me understand what george washington is saying?

basically the united states from what im understanding is staying neutral during the conflict that exists between the other powers and will treat each power the same and not take sides and anyone caught aiding any of the powers at war from the united states will be at the mercy of the power and the united states wont save that person in that situation.. powers being the different nations
