Do I have any chance?

I'm now a current a college student at Delgado Community College in New Orleans, Louisiana. I have a average GPA. I have 50 hours of credit, majoring in General Biology so I can transfer to community college out of the state which have a program and then hoping to transfer to RIT(Rochester institution of technology) to major in Bioinformatics or Biotechnology. I’m just wonder if I have any chance of getting in because it seem like a very good school for me. Also I’m hearing impaired, the school I’m going to in New Orleans doesn’t have the right service for disability students, my language are Sign English and I don’t really use American Sign Language because I never learned it until I started at Delgado. My weakest are in English since most of the teachers and the lab don’t seem to be working well with me, the advisor kept putting me in wrong classes over and over. It seem like the advisor don’t care. It make me wonder if I really need to move to get a good education for myself and something good for myself for once. All I want is to get a great education, social with people who are hearing and hearing impaired, learn many new things on my own, and learn on my own.
