Was Gaddafi a big reason for the creation of Al qaeda?

What with being a state spnsor of terrorism. promoting pan Africanism, Pan Islamism and Pan Arabism and with aiding and abetting every single liberation movement on the planet. Did he play a part in the unholy Al Qaeda organisation. Repressing his people. His friendship with despots and Western leaders alike and what i would consider the king of the black market. Is this guy not the true face of Terrorism.
