My computer is acting up.?

Here's the problem, I was using safari browsing the internet, when I got a pop up from (what I assumed was) my task bar. It was the usual update stuff with nothing fancy attached. then after it finished I turned off my computer. the next day I go to turn it on and off my firewall is acting up telling me that safari isn't trustable and i can't get to the internet through safari (or Google Chrome, firefox, etc.) The only internet source that it "allows" is internet explorer. I am not technologically impaired or anything, I went to and through my firewall settings and everything was allowed (everything mentioned anyway ). Also I have Norton, and it is messed up to the point where it won't respond to anything, only the uninstaller loads up, and then crashes. Please help.
