Is there really no surgery that can make hearing impaired hear ?

Hear, no. A cochlear implant as suggested by others does not allow you to hear, it only gives you information you can possibly interpret about sound. When you have an artificial cochlear you are actually able to hear absolutely nothing in comparison to the small amount of sound most deaf people can hear.
