Would conservatives be happy if Special-Needs programs at Public Schools were cut? Less govt spending, right?

According to conservatives, children with disorders such as autism, speech problems and impaired motor development are being coddled too much. To them, America during the Founding Fathers' time didn't have such "wasteful spending", and America was a veritable Paradise on earth then.
